Pelosi on Holder vote: What GOP is doing is 'contemptible, even for them'

House Minority Leader Nancy Pelosi (D-Calif.) said she would join members of the Congressional Black Caucus (CBC) when they walk out of the vote on the resolution finding Attorney General Eric Holder in contempt of Congress.

Pelosi initially said she preferred to vote against the resolution, but said she has been moved by the CBC plan to walk out later today.

"Perhaps that's the best approach for us to take," she said on the House floor. "How else can we impress upon the American people without scaring them about what is happening here?"

Later in her remarks, she told her Democratic colleagues to do as they see fit, a sign that many more Democrats could walk out when the House votes.

"So now I say to those who have a doubt about how they want to proceed, that instead of doing what I said before ? which was just to come and to treat this as a bill before the Congress and express my no ? listening to the unconscionable presentation, I want to join my CBC colleagues in boycotting the vote when we have the walkout after we have the debate," she said.

Pelosi earlier said the Republicans' attack on Holder for his role in the Fast and Furious gun-walking program is a politically motivated move ?based on a false premise,? and she vowed to leave the chamber floor if the rest of her caucus did the same.

?There's an attitude in our caucus that we should not honor the process,? Pelosi said during her weekly press briefing in the Capitol. ?I myself intend to stay long enough to vote 'no,' and ? many in the Caucus think that we should do a complete walk-off. I honor the wish of my Caucus.?

As many as 120 Democrats may walk out in opposition to Thursday?s contempt vote on Holder, according to one lawmaker.

Rep. Raul Grivalva (D-Ariz.) told The Hill that he expects ?over 120 Democrats? to protest the unprecedented Republican-led vote by staging a walkout and holding a press conference on the East front of the Capitol.

Democrats have been trying to drum up support for the walkout, holding a caucus meeting Thursday morning where members handed out copies of a recent investigative story in Fortune that refuted allegations of ?gun-walking? in the botched Fast and Furious operation that is at the center of the contempt measure.

Several Democrats have said they will buck party lines and support the contempt resolutions, in the wake of the National Rifle Association?s (NRA) decision to score the vote.

At least four Democrats in GOP-leaning districts ? Reps. Collin Peterson (D-Minn.), Nick Rahall (D-W.Va.), Jim Matheson (D-Utah) and John Barrow (D-Ga.) ? have pledged their support for the contempt measure.

Rep. Jason Altmire (D-Penn.) told The Hill in an interview before Thursday?s vote that he was still undecided about how he was planning to vote.

Altmire pointed to his support of a Democratic-led contempt measure in 2008 of two senior White House officials in President George W. Bush?s administration, and said that he was trying to find out why he wouldn?t hold the Obama administration in contempt for similarly refusing to respond to a congressional subpoena.

More than a dozen Democrats voted in favor of a rule governing floor debate for the civil and criminal contempt resolutions. The rule was approved by every Republican as well in a vote of 254-173 in its favor.

The Democratic support is key for Republicans as they try to defend the legitimacy of the contempt measure to voters and parry counterattacks from Democrats stating that they are leading a ?witch hunt.?

The proposed Democratic walkout is reminiscent of a similar move made by Republicans in 2008 during a Democratic-led vote on whether to hold two senior staffers in President George W. Bush?s administration in contempt of Congress.

House Speaker John Boehner (R-Ohio) ? then the minority leader ? led the walkout with Rep. Darrell Issa (R-Calif.) following closely behind him. Issa, the chairman of the House Oversight and Government Reform Committee, is the sponsor of the contempt resolution against Holder.

?The House floor is the scene of a partisan, political stunt,? said Boehner at the time. House Democrats have been expressing similar comments about the Holder contempt measure.?

Republicans have brought the contempt resolution against Holder for his response to a long-running investigation into the Fast and Furious operation, a program that sanctioned the sale of firearms to known straw purchasers in order to track those guns to Mexican drug cartels. Law enforcers have lost track of hundreds of the weapons, and a pair of assault weapons linked to the botched sting were recovered at the scene of the murder of a U.S. border patrol agent in late 2010.

Behind Issa, chairman of the House Oversight and Government Reform Committee, Republicans have accused Holder of withholding documents they say are vital to their investigation ? a charge Holder has denied.

The contempt resolution passed through the Oversight panel on a strictly party-line vote last week, and the full House will vote on the measure Thursday evening.

If it passes, as it?s expected to do, it will mark the first time in the history of the country that a sitting cabinet member has been held in contempt of Congress.

Democrats have hammered GOP leaders for attacking Holder simply to embarrass President Obama amid his tough reelection fight ? a charge Pelosi leveled again Thursday.

?What the Republicans are doing with this motion on the floor today is contemptible ? even for them,? she said. ?This is something that makes a witch hunt look like a day at the beach.?

The House is scheduled to vote on the GOP's contempt resolution at around 5 p.m. Thursday.

CAIRO (AP) ? Egypt's president-elect plans Friday to address thousands who have camped out in Cairo's Tahrir Square to demonstrate against the military's hold on power despite the election of a new civilian leader, a nod to the protesters who supported his bid for leadership.

Mohammed Morsi of the Islamist group, the Muslim Brotherhood, is the first president to be elected after the uprising that forced longtime leader Hosni Mubarak to step down. But he is already facing a serious challenge after the ruling generals who oversee the transition took a series of decisions that undermine the powers of his office before his swearing-in.

Morsi's spokesman, Yasser Ali, said the president-elect wants to stand with the thousands who have been in the square for over a week to express concern about the power grabs.

"He wants to confirm that people are the source of his power," Ali said. "He wants to show unity with his people over issues of the transition, which is now ending."

The ruling generals said they will transfer power to an elected president by July 1. But days before Morsi was declared winner, they gave themselves sweeping powers that undercut the authority of the president. The generals' constitutional declaration also designated them the country's legislature, following a court decision that dissolved the country's first freely elected parliament, which was dominated by Islamists.

Protesters took to the streets, demanding that the generals rescind the declaration and reinstate the parliament.

Morsi's first test in his power struggle with the generals will be the venue of his oath-taking ceremony.

He will be sworn in before a high court Saturday. Traditionally, presidents are to be sworn in before parliament. For many of the protesters, Morsi's swearing-in before the court, as dictated by the generals' constitutional declaration, was a concession to the military.

"We demand from the president of the republic that he calls off the constitutional declaration, reinstate the parliament as it was, and to stand here among us to be sworn in and swear he has all his powers," said a preacher in the square who addressed the crowd before Morsi arrived.

"From now on, we make our demands to the president of the republic, not the military council. The military council no longer rules Egypt."

Ali said Morsi's agreement to take oath before the court does not mean the battle to regain his powers is over.

"This is an affirmation that (Morsi) respects the law and constitution," he said. "It doesn't mean approval of the declaration."

Speaking to newspapers editors Thursday, Morsi said there are still discussions on how to on how to implement the law dissolving the parliament. The court decision declared a third of the elected seats unconstitutional and Brotherhood lawyers argue it is still possible to only dissolve that third. Morsi urged patience.

Morsi, the first elected Islamist leader of an Arab country, is also trying to reach out to many of the liberal and secular forces that were behind the uprising. They, along with Egypt's Coptic Christian minority, fear Morsi would work to establish a religious state. Most of those groups have stayed out of the protest in Tahrir.

However, the prominent April 6 youth movement took part in the square protest.

"We should be patient with one another, two, three or four years, and try to live together in this atmosphere of freedom and democracy after the revolution," he told the editors, according to comments published in the state-run Al-Ahram daily. "This is definitely a better atmosphere than before. But there are big challenges."

Before heading to Tahrir, Morsi prayed in Al-Azhar mosque. Al-Azhar is the Sunni world's most prestigious learning institution, and represents moderate Islam. Morsi's visit there is an acknowledgement of respect to the institution.

Protesters in the square chanted, "The military council should leave tonight," and, "The president takes the oath in the square."

Land tax payments may fail to reach target : Lao Voices

Revenue collection from land taxes and fees may not reach the targets anticipated for this fiscal year, according to National Assembly members who debated the issue last week.

Minister of Finance Mr Phouphet Khamphounvong told Vientiane Times last week that land taxes collected over the past eight months amounted to only 40 percent of the yearly plan, which was set at over 132 billion kip.

The minister said the failure was due to the delay in transferring the role and responsibility to collect land taxes from the natural resources and environment sector to the finance sector at the local level.

The National Land Management Authority (NLMA), which has been merged into the new Ministry of Natural Resources and Environment, transferred land tax collection to the Ministry of Finance earlier this year.

However the transfer of this responsibility at the district level has not yet been completed, causing delays in tax collection.

NA member for Saravan province Mr Somchay Ounchit told the session that people in his province mostly paid their land tax in February, but the incompletion of the structural reform has affected the province?s revenue flow.

He urged the Ministry of Natural Resources and Environment and the Ministry of Finance to bolster their cooperation to ensure land tax payment targets are reached.

He said the Natural Resource and Environment Ministry had all the information about land plots in Laos, and without better cooperation between the two ministries, revenue collection would fall short of the set target.

Finance Minister Mr Phouphet said the next thing to do was to ensure the responsibility for land tax collection was fully transferred, to enable the finance sector to meet land tax targets.

According to a government report, the revenue earned from land taxes has increased considerably since the National Land Management Authority (NLMA) was set up in 2007-08.

Before then, revenue from land tax was 41.01 billion kip and 48.68 billion for 2005-6 and 2006-07 respectively.

In the intervening period, the revenue earned from land rose to 77.95 billion kip in 2007-08 and then to more than 100 billion kip each year. In 2009-10, 131 billion kip was received in land taxes. Deputy Director General of the Land Natural Resources Research Institute, Dr Palikone Thalongsengchanh, attributed the increase in revenue to the use of a computerised system to collect land taxes and fees and the progress made in land surveying and allocation to identify the exact number of land plots in the country.

According to a survey by the former NLMA, the failure of revenue collection in past years was due to lack of information about land plots.

Some people own as many as four plots of land but told the authorities they had only one, while others tried to evade paying land tax by taking advantage of poor law enforcement.

Merkel rebuffs pleas for debt action on summit eve

BERLIN/MADRID (Reuters) - On the eve of an EU summit that could determine the future of the euro zone, German Chancellor Angela Merkel brushed aside increasingly shrill calls from Spain and Italy on Wednesday for emergency action to lower their soaring borrowing costs.

European Union leaders go into the two-day meeting on Thursday afternoon (1300 GMT) more openly divided than at any time since a still-widening debt crisis erupted in early 2010 after Greece had revealed its budget deficit and debt were far higher than reported.

Addressing parliament in Berlin, Merkel accused top EU officials of putting the cart before the horse by proposing common euro zone debt before EU controls are in place on national budgets and economic policies.

"I fear that at the summit we will talk too much about all these ideas for joint liability and too little about improved controls and structural measures," she said, renewing her mantra that even Europe's strongest economy must not be overburdened. Merkel left the door ajar to eventual joint debt issuance but offered no immediate moves to ease the crisis. By contrast, EU Economic and Monetary Affairs Commissioner Olli Rehn said European leaders would work at the summit on short-term steps to relieve market pressure on countries at risk.

"It is essential that (short-term policy measures) are decided by the European Council," Rehn told reporters.

The German leader insisted governments must commit to giving EU institutions the power to override their budgets and make them change policy before there could be any shared liability for Europe's debt.

"Joint liability can only happen when sufficient controls are in place," she said. The remarks appeared to be a less definitive rejection of common euro zone bonds than she made behind closed doors on Tuesday, when she told lawmakers she did not expect to see total shared debt liability in her lifetime.

Rome and Madrid have seen their borrowing costs spiral to a level which Spain at least could not afford for long as it tries to recapitalize banks ravaged by a property market collapse and cut a towering budget deficit.

Spanish Prime Minister Mariano Rajoy said he would ask other EU leaders to allow the bloc's bailout funds or the European Central Bank to stabilize financial markets.

Rajoy warned that Spain would not be able to finance itself indefinitely with 10-year bond yields near seven percent. "The most urgent issue is the one of financing. We can't keep funding ourselves for a long time at the prices we're currently funding ourselves," he told parliament.

DIVISIONS ON DISPLAY

EU divisions have been more openly displayed since Socialist Francois Hollande ousted Nicolas Sarkozy as French president, challenging Berlin to move away from austerity, promote economic growth and mutualise Europe's debts.

Rome and Madrid, now in the financial markets' firing line, have muscled into the traditional Franco-German axis.

Leaders of the four countries held an unusually discordant news conference in Rome on Friday and Merkel flew to Paris on Wednesday to try to repair the damage at a working dinner with Hollande. The four countries' finance ministers met late on Tuesday in Paris to try to narrow differences.

Merkel beamed at the media as Hollande greeted her warmly for talks that officials said would focus on bringing their long-term visions for European integration into line, as well as specific steps to ease short-term pressure on markets.

"I say we need more Europe and I think we are in agreement there," Merkel said. "We need a Europe that functions effectively, markets are looking for this, and a Europe where countries help each other."

Hollande - who put on a full guard of honor for Merkel after raising eyebrows in mid-June by quietly hosting German opposition leaders at the presidential palace - said they both wanted to deepen monetary union and bolster solidarity.

A conference call of all 17 euro zone finance ministers on Wednesday also focused on ideas to calm markets, such as altering the preferred creditor status of the bloc's future bailout fund, the European Stability Mechanism (ESM).

Berlin, which originally insisted that ESM loans must be senior to private bondholders to protect taxpayers from losses in any debt restructuring, hinted at flexibility on the rule, which has put investors off buying Spanish bonds.

A Eurogroup statement said the ministers welcomed Spain's request for assistance and expected it would need 51 billion-62 billion euros plus an additional "safety margin".

Ministers also welcomed an application made by Cyprus this week for help and said Nicosia would have to commit to budget cuts and structural economic reforms, as well as steps to strengthen its bloated financial sector.

The request made Cyprus the fifth euro state to seek aid from EU rescue funds, after Greece, Ireland, Portugal and Spain.

In Rome, Italian Prime Minister Mario Monti said on Tuesday he would not simply rubber stamp conclusions at the EU summit and was ready to go on negotiating into Sunday evening if necessary to agree on measures to calm markets.

With Hollande's support, Monti is pushing for the euro zone's rescue funds, backed by the ECB, to be used to bring down Spanish and Italian borrowing costs. Rajoy would settle for that or the ECB doing the same job by reviving its bond-buying program.

The proposal has run into stiff opposition from Germany, the bloc's effective paymaster, and has been rejected by Jens Weidmann, the powerful head of the German central bank.

Stock markets perked up last week on hopes that the 20th EU summit since the start of the crisis would come up with dramatic measures. Investors have since thought better of that view.

One senior euro zone source said there would be no short-term decisions for market consumption at the summit - no direct recapitalization of banks by the ESM, and no bond buying.

The euro fell on Wednesday, with many investors out of the markets before the Brussels meeting.

"People are waiting for the inevitable - which is that policymakers will probably fail to do what is necessary," said Neil Mellor, currency analyst at Bank of New York Mellon.

ECB chief economist Peter Praet gave markets some cheer by telling Financial Times Deutschland there was no doctrine that euro zone interest rates could not fall below the record low of 1 percent. It was the latest in a series of hints that the ECB may lower rates at its next meeting on July 5.

A Reuters poll showed 48 out of 71 economists expect the bank to cut rates next week. Respondents expect some progress towards a euro zone banking union at this week's summit but less advance on fiscal union.

BORROWING COSTS

Merkel finds herself in a dwindling minority in the EU, backed only by the Netherlands and Finland, but she holds the euro zone's purse strings and therefore nearly all the cards.

Italy and Spain argue that they are making wrenching sacrifices to cut their debt mountains and need some support from their currency area peers to keep the markets at bay.

Monti won a fourth and final confidence vote on Wednesday to accelerate passage of a watered-down labor reform criticized by both trade unions and the business establishment, strengthening his hand before the EU summit.

Spain, which has been offered loans of up to 100 billion euros to recapitalize its banks but is determined not to ask for a sovereign bailout, is considering raising consumer, energy and property taxes.

Underlining the parlous state of Spanish finances, figures showed the central government's deficit had already reached 3.41 percent of annual gross domestic product in only the first five months of the year, close to its target for the whole year of 3.5 percent.

Spain's central bank said it expected recession to deepen in the second quarter.

The Brussels summit is expected to agree on a growth package pushed by France worth around 130 billion euros ($162 billion) in infrastructure project bonds, reallocated regional aid funds and European Investment Bank loans.

Egypt's Mursi never made overtures to Iran, says aide

DUBAI/CAIRO (Reuters) - An Iranian news agency said Egypt's Islamist President-elect Mohamed Mursi had voiced interest in restoring long-severed ties with Tehran to create a strategic "balance" in the region, but a Mursi aide denied the interview ever took place.

Iran's Fars agency said it spoke to Mursi a few hours before Sunday's election results were announced and quoted him saying the two countries should get closer - comments that go counter to Western efforts to isolate Tehran over its nuclear program.

"We must restore normal relations with Iran based on shared interests, and expand areas of political coordination and economic cooperation because this will create a balance of pressure in the region," the semi-official news agency quoted Mursi as saying in a transcript of the interview.

Yasser Ali, a Mursi aide, told Reuters: "There was never a meeting with the Iranian news agency Fars and what was taken as statements has no basis in truth".

On its web page, Fars published a transcript and an audio of the conversation. Reuters was unable to verify the recording but the man purported to be Mursi did not sound exactly like him.

Fars said it had asked Mursi whether, if elected, his first state visit would be to Riyadh, to which he replied: "I didn't say such a thing and until now my first international visits following my victory in the elections have not been determined".

Rivalry between Sunni Muslim Saudi Arabia and Shi'ite Iran has been intensified by last year's "Arab Spring" revolts, which have altered political certainties in the Middle East and left the powerful Gulf neighbors vying for influence.

Since Egypt's Hosni Mubarak was toppled in one of those uprisings, both Cairo and Tehran have signaled interest in renewing ties severed more than 30 years ago.

Mursi, however, striving to reassure Egypt's western allies wary at the prospect of Islamist rule, is unlikely to stage major foreign policy reversals so early in his rule.

"STRENGTHENING FRIENDSHIP"

In a message to Mursi on Monday, Iranian President Mahmoud Ahmadinejad congratulated him for winning the vote.

"I emphasize expanding bilateral ties and strengthening the friendship between the two nations," Ahmadinejad wrote, according to state television.

Iran has hailed Mursi's victory over former general Ahmed Shafik in Egypt's first free presidential election as a "splendid vision of democracy" that marked the country's "Islamic Awakening" - a phrase Iranian politicians use to describe the events of the "Arab Spring" and its aftermath.

When asked about the possibility of Cairo and Tehran restoring relations, White House spokesman Jay Carney stressed Egypt's vital role in the region.

"It is perfectly appropriate for a nation like Egypt to have relations with its neighbors, but again we look to Egypt to continue its significant role as a pillar of regional peace and stability," Carney said aboard Air Force One as President Barack Obama flew to New Hampshire.

Western diplomats say in reality Egypt has little real appetite to change relations with Iran significantly, given the substantial issues the new president already has to face in cementing relations with regional and global powers.

"Iran is hoping for Egypt to become a deterrent against an Israeli attack as well as a regional player that Iran can use as a potential counter-balance against Turkey and Saudi Arabia," said a diplomat based in Tehran.

"Egypt, at least under present circumstances, would side with either of these against Iran."

CAMP DAVID REVIEW

In what looked like a reversal of comments Mursi made in a televised address after his victory was announced on Sunday, Fars news quoted him as saying Egypt's Camp David peace accord with Israel "will be reviewed", without elaborating.

The peace treaty remains a lynchpin of U.S. Middle East policy and, despite its unpopularity with many Egyptians, was staunchly upheld by Mubarak, who suppressed the Muslim Brotherhood movement to which Mursi belongs.

The Sunni Brotherhood, whose Palestinian offshoot Hamas rules the Gaza Strip, is vehemently critical of Israel, which has watched the rise of Islamists and political upheaval in neighboring Egypt with growing concern.

Egypt's formal recognition of Israel and Iran's 1979 Islamic Revolution led in 1980 to the breakdown of diplomatic relations between the two countries, among the biggest and most influential in the Middle East. They currently have reciprocal interest sections, but not at ambassadorial level.

Egypt's foreign minister said last year that Cairo was ready to re-establish diplomatic relations with Iran, which has hailed most Arab Spring uprisings as anti-Western rebellions inspired by its own Islamic Revolution.

But Iran has steadfastly supported Syrian President Bashar al-Assad, Tehran's closest Arab ally, who is grappling with a revolt against his rule, and at home has continued to reject demands for reform, which spilled onto the street following the disputed re-election of Ahmadinejad in 2009.

Air quality in Beijing is notorious for being 'crazy bad.' The US Embassy in Beijing started tweeting air quality reports, but now China says it's unfair to judge it by international standards.

For the past three years or so, the embassy has Tweeted the hourly readings from a pollution monitor on its roof, providing the only real time indicator of what we are breathing here.

Deputy Environment Minister Wu Xiaoqing, however, told reporters today that this was a violation of the Vienna Convention on Diplomatic Relations. Only the Chinese government is allowed to measure and publish air quality information, he said.

The trouble with that is that I am not the only person in Beijing who has sometimes found it hard to reconcile the soupy grey fog that I often see outside my window with the Beijing Municipal Environmental Monitoring Center?s insistence that pollution is ?light.?

The US embassy spokesman was unavailable to comment on Mr. Wu?s admonition, but @BeijingAir, its Twitter feed, was still posting at 6 p.m.; it found the air to be ?Unhealthy for Sensitive Groups.?

That is a definition taken from the US EPA, and Wu said it was not fair to judge Chinese air by American standards, which are stricter than Chinese ones, because of ?our current stage of development.?

This is not the first time the US Twitter feed has got into trouble. On Nov. 19, 2010, when the Air Quality Index soared above 500 ? the top of the US scale ? the reading was described in a tweet as ?crazy bad.?

The term appeared to have been inserted into the monitoring program by a programmer who never expected such an outlandishly high reading: Anything over 300 ?would trigger a health warning of emergency conditions? in America, according to an EPA website.

Nowadays, readings over 500 (20 times higher than World Health Organization guidelines) are described simply as ?beyond index.?

The Beijing municipality website publishes its own hourly readings of PM 2.5 tiny particulate matter, regarded as especially dangerous, but only 24 hours after the fact. It also publishes an average figure for air quality over the previous 24 hours, but does not characterize it as good, bad, or hazardous.

Wu?s warning to the US embassy will doubtless re-focus public attention on the real quality of Beijing?s air, which cannot be good for the authorities. What?s odd is that for the past few early summer days here the air has mostly been clear, and even gloriously sharp on one or two evenings.

If the embassy Twitter feed dies, we shall just have to go back to trusting our eyes and our noses. Just because we cannot put a scientific figure to it, doesn?t mean we don?t know what we are breathing.

What Food Do We Grow, and Who Gets to Eat It?

One billion people eat too little. One billion others eat too much. One-third of all food harvested around the world is lost or wasted. Our global food production systems need a drastic overhaul.

Need more evidence? Agriculture today contributes one-third of global greenhouse gases emitted. Farming today is depleting soil and water, destroying forests, and hurting the planet?s biodiversity. The more food we grow, the more we destabilize the climate, and the more food we therefore must grow to compensate for crop losses due to droughts, floods, pests and disease.

The world is descending on Rio de Janeiro to map out a vision for a more sustainable and equitable future. The United Nations Conference on Sustainable Development, also known as Rio+20, is the best place to start figuring out how we feed our world as well. What we grow, how we grow it, and who gets to eat it are issues with profound implications, not just for our global food supply, but for our collective quality of life and the sustainability of the earth?s system. .

Numerous efforts, from the G8, the Obama administration, and the private sector, have committed tens of billions of dollars to bolstering food security and developing sustainable agriculture. Yet, a disconnect remains between these initiatives and the immediate need to scale up innovations that can produce healthy food, feed hungry people, and still protect the environment.

Rio+20 should ensure support for key approaches and innovations, not just the general principles of sustainable development.

In the span of a generation, Brazil transformed itself from a net importer of food to the world?s second-biggest agricultural exporter. Global partnerships and robust government support for agricultural research and development were key. Scientists at Brazil?s national agricultural research institute, EMBRAPA, developed soybean varieties and farming practices suited to the dry and acidic plains of Brazil, making the region a breadbasket for the world.

But innovation has not stopped there. State-of-the-art research looks at everything from preventing food waste to developing nutritionally enriched crop varieties. Now Brazil and other rapidly-emerging economies like China are partnering with developing nations in sub-Saharan Africa and elsewhere to extend the benefits of agricultural R&D.

But it?s not just about overall investments and approaches. It?s also about financing to scale up solutions that work.

In Punjab, India, hundreds of thousands of farmers produce a nearly continuous supply of rice and wheat for up to 500 million people. In a rush to clear the land for wheat planting after the rice is harvested, farmers set their fields of rice stubble ablaze. Climate change is stoking this rush, as rising temperatures are reducing wheat yields by up to 15 percent, increasing the impetus to plant more crops during the winter months. But this burn depletes soil, causes human health problems, and emits about 12 megatons of carbon dioxide.

Two badly needed alternatives to burning are in early stages of use. The locally manufactured tractor-drawn ?Happy Seeder? machine cuts and lifts the rice straw, sows wheat seeds, and deposits the straw as mulch. Also in the Punjab, a new biomass-based power plant will use paddy stubble as fuel. It will collect farm residue and sell power to the private sector. Brought to scale, these solutions would improve soil fertility and human health, mitigate climate change, and create local jobs as part of a green economy.

In sub-Saharan Africa about 500 million people eat cassava every day, making it the region?s second most important source of carbohydrates. Cassava is also the prime money-making crop for hundreds of thousands of small farmers in Southeast Asia. The hotter the climate, the better it grows, making it a safety net for millions of people as temperatures rise.

But climate change is also bringing increased pest and disease outbreaks that threaten the crop. To fulfill its promise as a failsafe crop in a changing climate, new varieties are needed that further improve drought and cold tolerance, as well as pest and disease resistance. Accelerated improvement of this crop could go a long way to ensuring food security for millions of people in a changing climate.
