"This decision reflects the national transitional council's increasing legitimacy, competence and success in reaching out to Libyans across the country," Foreign Secretary William Hague said Wednesday, according to the Guardian.

"Through its actions, the national transitional council has shown its commitment to a more open and democratic Libya, something that it is working to achieve in an inclusive political process. This is in stark contrast to Gaddafi, whose brutality against the Libyan people has stripped him of all legitimacy."

Tripoli condemned the UK's decision, called it "irresponsible and illegal" and vowed to contest it in the courts, Agence France-Presse reports.

The decision frees up $147 million in British assets that belong to a Libyan oil firm now under control of the National Transitional Council (NTC), according to the Guardian.

Mr. Hague also said that the British mission to Libya in Benghazi, its second largest diplomatic mission in North Africa after Cairo, will be upgraded to an embassy if the rebel government requests it.

The acupuncture educational communities have made substantial progress in this area and is promoted to follow this course. Educational standards have been established for training of physician and non-physician acupuncture practitioners. Many acupuncture teaching programs are accredited by an agency that is recognized by the U.S. Department of Education. A federal credentialing agency exists for non-physician acupuncture practitioners and offers exams for entry-level competency in the field. A nationally recognized exam for physician acupuncture practitioners has been established.

A majority of States provide licensure or registration for acupuncture practice. Since some acupuncturists have limited English ability, credentialing and licensing exams should be provided in languages other than English where necessary. There is deviation in the titles that are conferred in these processes, and the requirements to obtain licensure vary widely. The range of practice allowed under these State requirements varies as well. Although States have the individual prerogative to set standards for profession licensures, consistency in these areas will offer greater confidence in the qualifications of acupuncturists. For instance, not all States recognize the same credentialing exam, therefore making reciprocity complicated.

The occurrence of adverse events in the practice of acupuncture has been reported to be extremely low. However, these events have occurred on rare occasions, some of which are life-threatening (e.g., pneumothorax). As a result, appropriate safeguards for the protection of patients need to be in position. Consumers should be fully informed of their treatment options, expected prognosis, relative risk, and safety practices to minimize these risks before they receive acupuncture. This information must be provided in a manner that is linguistically and culturally appropriate to the consumers. Use of acupuncture needles should always follow FDA regulations, including use of sterile, single-use needles. It is noted that these are already being practiced by many acupuncturists; however, these practices should be uniform.

It has been confirmed that more than 1 million Americans currently accept acupuncture procedure each year. American Apparel to set up online store with EBay (Reuters)

(Reuters) ? American Apparel signed a multi-year deal with EBay Inc for an online store, as the retailer continues efforts to turn around its sagging sales, sending its shares up as much as 12 percent before the bell.

The company, which has faced problems ranging from covenant breaches to immigration probes of its workers to shareholder litigation, expects the venture to become a "multi-million dollar" business within the first year, it said in a statement.

Weak same store sales in the first half of the year and fears of bankruptcy have shaved off more than a third of the company's value in the last three months.

But Chief Executive Dov Charney, fighting charges that he treated an ex-employee as a sex slave, expects the venture to open a new revenue channel for the company.

"There are more than 30,000 searches for American Apparel on EBay each month and right now those customers are not buying from us directly," Charney said in the statement.

The store is slated to open in September and will offer a full assortment of products chosen by American Apparel, including hoodies and T-shirts.

Shares of the American Apparel -- known for its racy advertising -- were up 9 percent at $1.12 in morning trade on the American Stock Exchange.

Gunman kills self, 5 others at Texas roller rink (AP)

GRAND PRAIRIE, Texas ? Relatives were celebrating a child's birthday Saturday night at a skating rink when a gunman opened fire in an apparent domestic dispute, fatally shooting five people and wounding four others before killing himself, police said.

The man began arguing with a woman in Forum Roller World's front area where the party was being held, although the rink was not open to the public because the family had rented it for several hours for the private party, Grand Prairie police spokesman John Brimmer said.

He said investigators were still trying to determine how many people were inside the building in Grand Prairie, about 20 miles west of Dallas, when the shootings happened about 7 p.m.

Authorities did not immediately release the victims' names or ages or say how the gunman may have been related to those who died. Brimmer said no young children or rink employees were killed.

The injured were taken to hospitals, and their conditions weren't immediately disclosed. Grief counselors were available for witnesses, victims and family members, Police Chief Steve Dye said.

Derrian Harris, 18, of Grand Prairie said he rushed to the rink Saturday night after hearing about the shootings. He said he usually goes there every Friday night and was worried about whether any of his friends were hurt, but later believed that he didn't know any of the victims. He said he has never seen so much as a fight at the rink.

"All kinds of people come here to skate, and everybody gets along," Harris said.

Some people who were at nearby businesses when the shootings happened described seeing adults and children in a state of panic rushing out of the rink, some wearing roller skates.

"They just looked terrified," Cody Poston, a witness, told WFAA-TV. "There's several people crying. The kids were just kind of oblivious."

Great Southwest Parkway, a major street in an industrial area in front of the rink, was partially blocked off after the shooting. About a dozen police vehicles with lights flashing and a few fire trucks were parked nearby, with a mobile command station in front of the building.
